wall of the church. and hit cordova as she covered her kids new at eight. kron-4's scott rates spoke to cordova. as she continues to recover. >> reporter: she is continuing to recover at this hospital and the family is searching for answers. >> she is still shaken up about what happened to nights ago. >> i saw that my sister, my brother, there were all the screaming. it was terrible >> reporter: allying and the hospital is the last place she expected to be two days after christmas. it happened at this church in east oakland on christmas eve. gunshots sprayed into the building and the sheet shielded her twin bullets from our sons. >> i turned to look at and i do not know how i missed the bullets. i try to cover my

sons and i think the bullet hit me and damaged a lot of things inside my body. >> the shot got part of her armor. >> the twin sons are happy that they are expected to be okay but still scared about what happened. just to give you an idea of how many shots if there is a bullet hole here, and a another bullet hole here. >> a parishioner and a 17 year-old were both shot expected to be okay but this is a christmas miracle that everyone is ok. they are hoping that police can track people down. oakland police have no suspects. >>this just in to the kron 4 news room major delays for bart between the pittsburgh and to north concord station because of police activity of the police station. there is reports of the shooting. at the pittsburgh and north

concord station. in the meantime,oakland city leaders continute battle a big jump in a crime. and today -- they layed out new strategies. it all comes the city's police department faces record-low staffing levels. and previous plans to stop the violence this year - have seemingly failed. there have been 119 murders in oakland this year - up 21-percent from the same period last year. 210 rapes - up 23-percent. nearly 4-thousand robberies - a 23-percent increase. and more than 12-thousand burglaries - a jump of 44- precent. j. r. stone is live. >> reporter: grant, let me correct. there have been 127 murders in an oakland is just this year the biggest changes is a former top cop is a top consultant. but that is just one of the big

changes. >> crime and the city is too high. we know that its defects everyone. we agree with the community that the crime rate has been absolutely unacceptable. >> unacceptable to be an organization i take this very seriously and i feel personally responsible and i take ownership that this is taking place on a watch >> reporter: bold words that the crime-fighting policies have a failed over the past one year. >> we have to work with the resources that we have of and we have to do a better job. >> there are two new policies into place with contract and police say the experts thought adult with crimes in other major cities. second, neighborhood policing they will divide the city into five different sections. with two of those

2002 and led the department until 2009. o.p.d. says he will offer his advice but the chief says he is still in charge in oakland. >> i want to make sure that this is lawful, efficient. >> they have provided they will give us recommendations and it is up implemented because at the end of the day it's my responsibility to make sure the policing in a lawful and constitutional and it's also reduce violent crime. bratton and his business partner bob wasserman created the comp stat system that is used by many major police departments in the country, including oakland. >> we want to look at what we are doing here in oakland. we have the comp stat model here in oakland and we want to look at how we can strengthen it and improve it based on his experience and how he's used it in l.a. and in new york. >> bratton and his company will start early next year. i'm jeff bush, kron four news. >> grant: businesses in oakland are calling for more patrol officers on the streets. new at eight. kron four's philippe djegal spoke to frustrated store owners who

returned to work after theto an unpleasant surprise. >> reporter: the morning after christmas. rosa cabrera returned to the ahir salon she's owned on fruitvale avenue for five years. only to find a broken window near the entrance to rosa's hair salon. cabrera says she then checked in with a few neighboring businesses and found she wasn't the only victim of vandalism. cabrera says the window of a shuttle van for an elder care facility was also broken. so were these six windows to a vacant storefront on the corner of the street. cabrera says her salon has been sprayed with graffiti in the past. more than a year ago, her salon was also burglarized. she says her shop is safe. the doors are always gated and locked. she just hopes police can do more to prevent crimes like this from happening again. >> i like to stay here because it is a quiet area. this happened, i do not know why right now. but this is still happening. i might

have to close business or moved to another area. i think they need to hire more police and or take care of the city. >> reporter: cabrera says she did not file a report here at the oakland police department. but that some of her neighboring businesses did. in oakland, philippe djegal, kron four news. >> grant: fairfield police are investigating two robberies that took place 11 minutes apart. the fairfield police deparment is releasing surveillance video of the robberies.hoping to get the public's help. here's the video. from december 23rd. police say the same two unidentified suspects rob the valero gas station on north texas street.shortly after robbing the 7-11 store on phoenix drive. one of the suspects held a chrome revoler handgun as they both grabbed money from the cash registers. both suspects left on foot. new at eight.

the international maritime organization has approved a plan to change the routes that cargo ships use to enter san francisco bay. the goal is to reduce collisions between large vessels and whales. kron 4's charles clifford has details. >> reporter: migrating whales, such humpbacks, often pass through the waters off california's coast. far to often, these large creatures collide with cargo ships, killing or severely injuring the whales. but under a plan developed by the national oceanic and atmospheric administration, and now approved by the international maritime organization, cargo ships will be required to travel through narrower shipping lanes in an effort to avoid these deadly collisions. the changes involve shipping lanes at the port of los angeles and long beach, as well as the approach to san francisco bay. this is a google earth view of san franciso looking north across the city. currently any cargo ship that enters or exits san francisco bay has to use one of three shipping lanes, seen here in red. but under the newly approved plan, these lanes will be
